An exciting opportunity has arisen to join Certas Energy as a Technical Assurance -  Health, Safety & Energy Transition Business Partner working 37.5 hours Monday – Friday, on a permanent basis. This is a home / field-based position, covering our renewables energies (Heat pumps, heating services, Solar, EV, etc.) The opportunity will involve travel and occasionally an overnight stay.


The purpose of the Health & Safety Business Partner role is to be a trusted partner within the business, supporting the implementation of safety management system and associated assurance programme for air source heat pumps, solar, heating services and other technologies. This role is pivotal to ensuring the health and safety for all services across Certas. We therefore seek an experienced HSE professional who can work independently and pro-actively to effectively deliver the HSE agenda. 

We are looking for someone who has knowledge and experience of electrical working and working at height activities. This includes working with electrical systems both low voltage and high voltage, a good level of understanding and application of the duties outlined in the Electricity at Work Regulations1989, applying BS7671 (Current edition) and related codes of practice, and ideally photovoltaic technology.


You will need to have excellent communication an influencing skill with significant experience in a similar role at managerial level as well as having a strong track record in the delivering of improvements in Health, Safety and Environmental Performance. This is a field-based position, covering supporting our Energy Solutions Division with HSE support for Air Source Heat Pumps installation, Heating Services, Solar and other technologies. 

Good attention to detail is essential for the post of HSE Business partner along with excellent organisational and effective communication skills. You should be approachable and trustworthy while holding good persuasion and influencing techniques.

Person Specification:

  • Degree qualified in a relevant HSE / Engineering subject (i.e. NEBOSH General Certificate) and membership of an appropriate technical body
  • Lead audit qualification and experience including the development and delivery of assurance and audit programmes in a high-risk industries and sites.
  • Understanding of Health, Safety and Environmental Management systems and ISO certification requirements
  • Use of various HSE tools and systems for incident reporting, action management and auditing
  • Knowledge of controls required for practical implementation of safety system standards including the IET wiring regulations and working at height standards
  • Knowledge of legal and compliance requirements related to electrical, mechanical and hazardous materials risk and controls including practical application of the electricity at work regulations
  • Experience / knowledge of electrical and mechanical safety, electrical and mechanical engineering and electrical installation risks including LOTO and cable jointing and termination requirements in both commercial and domestic settings
  • Experience / knowledge of safe systems of work regarding electrical installations and safety requirements including training and competency and applying these to both in house and a contractor-based work force.
  • Experience within civils and/or construction industry and working with large contractor bases and knowledge of the UK electrical distribution network
  • Experience of safety, health and environmental due diligence related to company acquisitions and subsequent integration activities
  • Incident investigation training and experience


Key Responsibilities are:

  • Promote and embed a positive safety culture in line with Safety F1rst principles
  • Lead strategy and programme for development and delivery of a risk based technical assurance programme for high risk activities across the Certas business.
  • Provide input to various controls and procedures to help ensure risk management requirements are in line with legal and best practice requirements.
  • Provide assistance with external and 3rd party audit and certification activities and input to tender and client queries as required.
  • Provide input to the overall HSE Risk and Assurance framework including delivery of specified audits.
  • Development of audit protocols, factoring in best practice and legal requirements with respect to high-risk activities
  • Provide insights and trending analysis from audit and assurance activities to enable proactive management of risk with the business.
  • Working with operations and engineering teams to develop suitable safe system of work processes that address key risks in relation to electrical installations (including photovoltaic and solar equipment) hazards.
  • Work with training and competency teams to develop competency programmes and ensure assurance activities are applied to these
  • Working with 3rd parties and contractors to ensure Certas safety requirements are identified and implemented on projects.
  • Act as subject matter expert regarding controls on various high-risk activities relating to electrical and mechanical installation and servicing. ​​​​
  • Support HSE Business Partners and Operational teams in development of risk assessments and identification of controls
  • Assisting the HSE team in providing HSE compliance, advice, guidance with applicable legislation and industry best practice
  • Assisting operational and development teams to complete HSE focused due diligence and subsequent integration activities
  • Lead the investigation of incidents, analyse data and present findings to the management team
  • Design, development and implementation of HSE policies and procedures in line with the Certas Energy and DCC standards, legislation and business needs
  • Provide effective professional HSE support, guidance and influence across all activities
  • Consult, proactively manage change and seek out ways to improve the HSE
  • Support a robust HSE assurance process and actively drive HSE initiatives and continual improvement
  • Coaching and mentoring management in safe working practices
