Group HSE Manager

TECHNICAL DIVISION

 

 

Location: UK

Department: Quality/HSE                              

Reports to: Head of Regulatory Affairs for GB Operations       

 

 

Principal Duties and Responsibilities:

  • Manage and maintain the Group Health, Safety & Environmental Management System covering DCC Vital sites including
  • Ensuring appropriate duties/legislative requirements are allocated appropriately and implemented at Group and site level
  • Working with site management ensuring sites are in full compliance with regulatory and corporate guidelines
  • Development and delivery of Safety F1rst, Good Saves and HSE Standards programmes
  • Development of Environmental Sustainability programmes including carbon reduction, waste and water management
  • Support of Accident/Incident and Good Saves (“Near Miss”) Management including investigation, corrective and preventive action and trending
  • Management of HSE Corrective and Preventive action process
  • Organising and participating in the auditing of group sites to DCC Vital HSE standards and where required supporting and hosting 3rd party audits as appropriate
  • Management of the Risk assessment and management process
  • Management of creation/review of HSE Standards, SOPs, forms within HSE management system
  • Developing and managing safety communications process including sharing learning from events across the group
  • Planning and proposal of HSE objectives in line with group requirements
  • Responsibility for HSE implementation for selected DCC Vital sites if required
  • Assist the development of the business by working with the relevant divisions to assist them in achieving the required licensing and certification standards including support to site accreditation to ISO 14001 and ISO 45001 where appropriate.
  • Development and management of the delivery of relevant training programmes and modules such as Site HSE Coordinator training, HSE Induction/Refreshers, manual handling, VDU, 1st aid, Fire warden, HSE Standards and Safety Conversations
  • Submission and coordination of data for monthly, quarterly, and annual reports (KPIs)
  • Review of HSE programs to examine results, identify areas requiring action, review development activities, agreed actions and communication of same
  • Provide advice and support to Site HSE Coordinators both remotely and on site as required
  • Management of projects, as project lead and/or support as a team member
  • Support sharing of best practices across DCC Vital sites
  • Manage and maintain good professional working relationships both internally and externally
  • Maintain the company’s philosophy and management
  • Support to Quality team requirements such as ISO, Regulatory, Compliance, Labour Standards
  • Participate in DCC plc. Working Groups as organised by the parent company
  • Other activities as required by the role

 

 

Requirements:

  • Relevant Third Level qualification and/or NEBOSH or equivalent
  • Understanding and 5 to 10 years’ experience of HSE management systems
  • Working knowledge of ISO14001 and ISO 45001
  • Auditor Certified (e.g., ISO9001, ISO14001, ISO 45001 or equivalent)
  • Experience and training in risk assessment
  • Experience in Environmental and Sustainability programmes highly desirable
  • Manual Handling / Trainer Certified, Train the Trainer, VDU Assessor desirable
  • Robust working knowledge of Irish & UK H&S and Environmental Legislation and regulations required with EU legislative knowledge desirable.
  • Experience of regulatory body liaison e.g., the HSA, (Ireland), HSE (UK), EPA etc.
  • Flexibility to travel and ability to audit effectively across DCC Vital sites which might include future acquisitions (UK/Ire/Europe)
